There are thousands of "ezines", electronic magazines, on the Internet and some will allow you to post a free announcement about your new site in them. Perhaps a better idea is to start your own e-zine - you can do this for free! Plan on several issues with some interesting information about the theme you've chosen for your site. Remember that people will only want to visit your site after reading your e-zine if your e-zine was interesting in the first place!
