Use any bulletin board or newsgroups that allows web site announcements as a way to promote your new site. Never bully your way into other newsgroups or bulleting boards that do not permit announcements. This is the equivalent of e-mail spam, and complaints can get your site kicked off the web site hosting service you're using! You can also participate newsgroups and other discussion forums related to the theme of your site as a way to raise your profile, and publicity for your site can be gained indirectly with an e-mail signature that includes your site's name and address.
